Send emails to arbitrary email addresses

When setting up rules that send an email for transactions that match the rule, it would be great to be able to set the email addresses to send to, instead of assuming that it has to be sent (only) to the one email address that belongs to the profile.

I can definitely see this being useful (if nothing else, to allow soandso@example.com to send emails relating to a particular budget to soandso+thatbudget@example.com ...), but I hope and trust that when such a rule is created the target email address will have to approve this, for at least two reasons: first, otherwise it could become a tool for spammers, and second, users have been commonly known to mistype email addresses into forms.
