In my time working with rules one of my biggest complaints when maintaining them is getting to the right one. In the filter button you have the option for general search, but I feel this should be prominent. You have a nice space between the filter button and the apply buttons. Putting a general search field there would greatly improve the usability for a quick and dirty way find the rule you are after, and I would imagine this would be all a lot of people would need to find the rule they are after.
