Currently, the tooltip text explaining the way rule priority order works is complex and confusing and it should be simplified.

"Rules are additive and will be applied in priority order with 20 being lowest and 1 being highest. For example, a matched rule updating the payee name of priority 20 will be overridden by a matched rule updating the payee name of priority 1."

"Rules are additive. Priority 20 (lowest) runs first, and priority 1 (highest) runs last. For example, a payee name change made by a matching priority 20 rule are overridden by a change made by a matching priority 1 rule."
