On the Rules page, when setting up a new Rule, some of the rule effects cannot be used on their own. The "Create & Apply" button remains grayed out.
This occurs with the following rule effects:
  • Mark as reviewed
  • Mark as unreviewed
  • Don't link to recurring
  • Don't create a rule
  • Send me an email
The "Create & Apply" button will be clickable if another rule effect (not from the list above) is also added (eg. Set category).
