If you have more than one budget account, the "Set as default account" toggle of a manually-managed account on Budget Account A will be disabled if it's enabled for a manually-managed account on Budget Account B.

It appears that you can only have one manually-managed account set as default across all budget accounts. Instead, each budget account should independently support a default account.
