Always show confirmation dialog when deleting manual accounts

Destructive actions like account deletion should be protected not just by a red button but an "are you sure?" dialog box. For manual accounts, there currently is no such protection.

Hi Steven Schram! Thanks for reaching out about this. The behavior you describe will happen if there are no transactions or recurring items associated with the account. Otherwise, you will see a confirmation dialog (see attached).
That said, I've changed the title of the ticket to always display the confirmation dialog. :)
